that due to the death of Councillor J. Tait, a vacancy has arisen in the Office of Councillor for the
Parish Council.

If by Thursday, 21 November, 2024 (14 days excluding Dies Non, after the date of this notice) a
request for an election to fill said vacancy is made in writing to the Proper Officer at the address
below by TEN electors for the said Ward, an election will be held to fill the said vacancy, otherwise
the vacancy will be filled by co-option.

If an election is called, it will take place not later than Wednesday, 29 January, 2025.

Twenty’s Plenty – Update

We are pleased to see that district councillor Ralph Muncer is supporting the campaign that the Parish Council has run, pushing for 20mph speed limit zones through Codicote. As Cllr Muncer says, plans are progressing:

  • Codicote Parish Council resolved in June 2021 to pursue a 20mph speed limit through the centre of Codicote.
  • The Parish Council met with Ian Richardson of Hertfordshire Highways in July 2024 to finalise the plans for the project.

We are now very pleased to have received confirmation from Cllr Thake that the formal consultation that the Parish Council has been requesting will commence at the end of October 2024.

We will of course publish more details as we receive them.

Fireworks

Firstly, a date for your diary. The annual fireworks display organised and paid for by Codicote Parish Council will be held on Saturday 2nd November at the Bury Lane Sports & Social Club for a 7.30pm start. Admission is free, but parking on site is for blue badge holders only. Attendees are strongly encouraged to walk to the event.

 

Parking Enforcement

The Police attended the September meeting of the full Council to address two issues that Council are particularly concerned about. These are the latest crime figure report and car parking enforcement for Codicote. The following taken from the discussion gives details on action members of the public can take in respect of inconsiderate and dangerous parking.

 

Concerns are continuing to be raised with the obstructive parking along parks of the High Street, Codicote.

The below is a reminder to residents who may be obstructing footpaths along the High St.

 

The offence of unnecessary obstruction of the highway, which includes the road as well as the pavement, already exists and has not been decriminalised. There are existing statutes and regulations which allow proceedings to be brought by the police under criminal law for situations where parking on the pavement, in such a way as to cause obstruction, is deemed to be avoidable. These include:

  • Section 137 of the Highways Act 1980, as amended; for wilfully obstructing the free passage along a highway.
  • Regulation 103 of the Road Vehicles (Construction and Use) Regulations 1986 as amended; for causing or permitting a motor vehicle or trailer to stand on a road so as to cause any unnecessary obstruction of the road.
  • Section 99 of the Road Traffic Act 1984 – makes provisions for the removal of vehicles on a road if they cause an obstruction, likely to cause danger to persons, believed to be abandoned or have broken down.

 

Understandably this creates a hazard and risk to members of the public using the foot path; it’s especially dangerous to vulnerable members of the community who may use mobility aids or parents using push chairs and walking with young children who then must navigate dangerously parked vehicles next to a busy road.

Local Sergeant Taz Gill confirmed in the meeting ‘any inappropriate parking that is not a risk to life can be reported to 101. Once reported you can request to upload an image of the obstruction for consideration by a police officer to have the vehicle removed. For inconsiderate parking that does present a risk to life, for example, forcing pedestrians into the road or likely to cause a collision, this should be reported via 999. Your local officers recently issued several warnings to vehicle owners who had parked inconsiderately. This hasn’t had the desired effect, so the Police are now adopting a zero-tolerance approach to these obstructions.’

How do I report flooding instances in Hertfordshire?

All instances of flooding, along with any other fault type in the county should be reported on the fault reporting system available at www.hertfordshire.gov.uk/faultreporting.

 

What should residents do if they see flood water on the network?

Any significant flooding on the network (i.e. not property) should be reported on the HCC fault reporting system (www.hertfordshire.gov.uk/faultreporting) under the ‘flooding and drainage’ section. Road, footway and subway flooding can be reported on this page. In the majority of cases, this will action flood signs to be placed at affected sites.

 

What should residents do if their property floods?

If a property is flooding then this should be reported on the on the HCC fault reporting system (www.hertfordshire.gov.uk/faultreporting) under the ‘flooding and drainage’ section but users must select the ‘Property damaged by flooding’ option. Once reported a crew will attend the property/site (timeframes will be dependent on what has been reported) and mitigate any immediate hazard (if possible to do so).

 

Residents don’t just have to live near a river to be at risk, especially if there is prolonged heavy rain which can cause surface water flooding. Residents can visit the Flood Risks and Protecting Your Property web pages to look-up what their flood risk levels are and to also get some advice from a checklist of measures that they can easily put into place to ensure their home or business is protected.

Codicote Parish Council are seeking to appoint a cleaner for work in and around Codicote.

Hours average out at approximately 30 hours per month for the cleaning of the changing rooms and toilets at the Pavilion, Bury Lane Sports field. In addition, the 4 play areas in Codicote are to be cleaned monthly, except for November, December, February and March.

Starting salary £13.50 per hour.

INVITATION TO TENDER FOR THE MAINTENANCE OF THE PLANTERS FOR 2024/25 IN CODICOTE

 

 

Tenders are invited for the maintenance and upkeep of the planters in Codicote for the 2024/25 season; the locations, dates and key items of work are shown on the attached schedule.

 

Applicants must provide their own equipment, fuel and consumables and must have their own public liability insurance.

 

Tenders should be enclosed in sealed envelopes addressed to the Clerk and marked ‘planter tender’. The closing date is noon on the 3rd June 2024 and all tenders received before this deadline will be opened at the Environment and Recreation Committee’s meeting on 4th June 2024.

 

The quality of service which can be offered will be taken into account and any supporting information, for example evidence of contracts with local authorities or any appropriate references, will be treated in strict confidence.
